Task 1 – Project Administration/Management

·      Project records and communications are being processed, filed, and distributed to working group by email

·      Project in-kind contributions are being documented and time sheets are being submitted monthly

·      Working group meetings are held approximately once a month on Tuesdays

·      Q3 Project Progress Report prepared for submission by week of 10/15/07

Task 2 – Public Outreach & Education

·      Website continues to be used to disseminate grant information

·      Grant project status reports provided monthly to Port of Illahee and the Illahee Preserve Stewardship Committee/Illahee Forest Preserve groups

·      RFP issued and published in CBD on 7/10/07.

Performance Measures Not Achieved (if any)/Why:

ILA agreements with Kitsap County are being reviewed by legal and may be labeled as a plain Agreement, when there are no matching funds provided by the county.

The QAPP for marine waters has been difficult to obtain information on.  We have solicited information from marine biologists in an effort to establish parameters and a plan.  Chris May suggested Battelle Labs.  Because of our contract with Parametrix, we have solicited a bid from their marine water specialists.  We are about 2 months behind our original QAPP schedule.

Because of the interest in the marine water testing for outfalls being proposed in the area, the public meetings have been delayed until the project plan has been established.

Future Challenges to Performance and/or General Comments:

            The development of the ILA, the RFP, and the QAPP proved to be more time             consuming for our first project than planned or anticipated.  The challenge             will be to complete the Reservoir task by the NFWF grant end date.

  1. Illahee Community Website

    The Illahee Community and the Port of Illahee have created a website, “illaheecommunity.com” to serve as a means of communication for Illahee citizens and the public at large.  The Port of Illahee is using the website as the primary means of communication with the both the local and larger community regarding all aspects of information related to the subject grant.  Grant related news, upcoming events and meetings, meeting minutes, maps, and other relevant information will be posted on the website.
  2. Brochures and Printed Materials

    The Port of Illahee plans to create and distribute a minimum of 3 brochures/newsletters to the Illahee Community which will serve as both a tool to inform the public of the goals, purposes, and status of the Illahee Surface Water Management Plan, as well as to advertise public meetings and workshops and the Illahee community website. The brochures/newsletters will be distributed at the beginning, middle, and end of the grant project via community events, a public bulletin board, and at least one bulk mailing to the Illahee community.

  3. Public Meetings and Workshops

    The Port of Illahee plans to conduct a minimum of 3 public meetings or workshops to inform and teach the community regarding strategies such as Low Impact Development (LID) applications, best management practices (BMP), pet waste management and water conservation. These meetings will also serve as opportunities to provide area property owners and occupants an opportunity to learn about water quality problems, to ask questions, and to report to the public about project progress and results.

    The Port of Illahee has received a Centennial Clean Water Fund grant from the Washington State Department of Ecology.  A steering committee and a working group have been organized and are meeting to begin implementing the various facets of the grant.  The following project descriptions provide a summary overview of the grant objectives and goals:

    The Port, Kitsap County, and an engineering firm (yet to be selected), will develop a comprehensive regional Surface Water Management Plan (SWMP) that addresses resource protection, water quality, land and water use, correction of existing stormwater problems and prevention of future water quality and critical habitat degradation from nonpoint pollution. This project will benefit the 3146-acre Illahee watershed within the Port District boundaries. The goal of the SWMP is to identify how stormwater will be managed to protect water quality and critical habitat in the face of previous and ongoing development within the watershed.

    The project includes watershed and basin assessments, drainage studies, aquifer protection, and a monitoring program to identify water quality and water flow problems that will define thresholds for initiation of management responses. The Port of Illahee, in cooperation with Kitsap County, Kitsap County Health District, and the Illahee Forest Preserve Group, will initially amalgamate data, planning documents, and maps from past efforts and Ecology's EIMS. The SWMP will then employ a watershed planning approach that will include analysis of existing and future land use conditions, hydrology, sensitive area protection, management strategies, low-impact solutions, highest priority projects; evaluate operation, maintenance, performance standards, and financing requirements.  The Port, with support from Kitsap County, will provide an education and public outreach component.
